PHAs are required to establish Program Coordinating Committees (PCCs) to assist with securing commitments from public and private resources to operate the FSS program. They have an advisory role, however are key to accessing community resources. 

These resources allow the PHA to refer participants to much needed services that are not provided directly by the PHA. The PCC should also assist the PHA in the development of the FSS Action Plan and in program implementation.  

PCC membership must include PHA representatives, Housing Choice Voucher program participants and members of Public Housing Resident Councils.  PCC members also include representatives from:
   • Local government
   • Local job training programs funded by the Federal Department of Labor (DOL)
   • Other service organizations, including employment agencies, public child welfare agencies, public/private                     education or training institutions, childcare providers, non-profit service providers, and private businesses. 

The committee meets regularly in order to ensure that the goals of the program are accomplished.
